Êhë-tina Ye (/ˈɘhë/ /ˈtina/ [cruel] [fear]) is a subtropical Large City located in the Keathyr County of the Union of Engineers.
The name Êhë-tina Ye is derived from the Sylvin language, as Êhë-tina Ye was founded by Meleamorpha, who was culturaly Iron Elvish.
Climate
Êhë-tina Ye has a yearly average temperature of 19°C (66°F), with its average temperature during the summer being a cool 20°C (68°F) and its average temperature during the winter being a cool 18°C (64°F). Êhë-tina Ye receives an average of 260 cm/y (102 in/y) of precipitation, most of which comes in the form of rain during the spring. Êhë-tina Ye covers an area of nearly 451 km2 (180 mi2), and an average elevation of 2016 m (6614 ft) above sea level.
Overview
Êhë-tina Ye was founded durring the early 12th century in spring of the year 1125, by Meleamorpha. The establishment of Êhë-tina Ye was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Meleamorpha struck deals with nearby nations and communities to establish Êhë-tina Ye as a prison colony.
Êhë-tina Ye was built using the conventions of Iron Elvish durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Êhë-tina Ye is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Êhë-tina Ye is buildings are arranged within a network of restrictive baked earthen streets which form a rectangular grid, where each block verries in size given the proximity of the paralell streets forming each section. The ocasional smaller block has been used to construct a park, plaza, and other communal structures. The city is defended by arcane means. It's hard to spot at first, but there's a tell tell shimmer in the air arround Êhë-tina Ye, and you can spot the ocasional warding glyph carved into a rock or tree all arround town. These mystical defences are ancient, unknowable, and unassailable by current means... Assuming everything is in working order. Otherwise, the wards are little more than a deathtrap. The Relic of the World That Was have not been wellmaintained over the years, and while functional are in dire need of some loving care and perhapse light renovation.
Right off the bat Êhë-tina Ye hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this city has come into quite a lot of wealth, and recently from the looks of things. The new wealth has created some worrying attitudes in many passers by, such that it’s clear new laws have recently been enacted and enforced with such extreme scrutiny the locals seem to be going about their day as if by clockwork.
Civic Infrastructure

Êhë-tina Ye has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Êhë-tina Ye has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Êhë-tina Ye. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Êhë-tina Ye's parks.
Êhë-tina Ye has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Êhë-tina Ye.
Êhë-tina Ye has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.
Êhë-tina Ye has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Êhë-tina Ye has a Guild of Nurses, which is tasked with caring for the elderly and infirm in accordance with local ordinances, religious values, and customs.
Êhë-tina Ye has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.
Êhë-tina Ye has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Êhë-tina Ye has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Êhë-tina Ye has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Êhë-tina Ye's public wards, blessings, and other arcane systems.
Êhë-tina Ye has an Arts Academy which provides higher education in many fields including math, language arts, philosophy, engineering, and other such disciplines.
Êhë-tina Ye possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large City. Êhë-tina Ye's grid is powered by mana accumulators.
Êhë-tina Ye's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Êhë-tina Ye has a first rate hospital which caters to anyone in need of long term medical care.
Êhë-tina Ye has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
Êhë-tina Ye has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Êhë-tina Ye's natural decorations nor waterways.
Êhë-tina Ye has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Êhë-tina Ye has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Êhë-tina Ye has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Êhë-tina Ye is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
Êhë-tina Ye is home to a distinct subculture, who are either the majority here or have the dominant positions in the community. Architecture, local laws, and social customs are all tuned to suit them, and they may not be particularly forgiving or friendly to the major culture of the region. Communities that are not outright independent usually make an arm's-length submission to a local lord.
Êhë-tina Ye's chapel was built using a different architectural style from the rest of the town. The style used is famous for its stately symmetry, classical elements, and grand appearance. Columns and pillars, such as Corinthian columns, are often seen supporting open structures or porticos. Symmetry is an important feature of this style, with each half of a building mirroring the other. Domed ceilings and windows grace these buildings, with everything placed in a mathematical arrangement.
In Êhë-tina Ye rain occurs in reverse with water pooling up from the earth then falling into the skies to from clouds, this unsettles every visitor that sees it.
Êhë-tina Ye's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves consuming a local narcotic to channel Necromancy energies of tier 2 via guttural bellowing.
Economy
